Apply for an animal licence
Any individual, who will be designated as the operator of the business, can apply for a licence providing they can demonstrate that they are a fit and proper person to carry out the licensable activity and meet the licence conditions. Applications for a licence should be made no later than 10 weeks before the current licence is due to expire to allow time for the application to be dealt with. During the initial transition period this requirement may be waived.

Applications by post
Print and complete your application form and post your application to the following address: Licensing Department, Reigate & Banstead Borough Council, Town Hall, Castlefield Road, Reigate, Surrey, RH2 0SH.
For postal applications you must include a cheque or postal order with your application. Please write on the back of the cheque or postal order what the payment is for and the establishment's name.
Applications by email
For electronic applications, please download the relevant application form, listed in the table below. To edit the form if it is a PDF you'll need a recent version of Adobe Reader. Open the form using Adobe Reader instead of your web browser. When completed please email your application to licensing@reigate-banstead.gov.uk.
Usually within 10 working days of receipt of your application we will email you with your reference number (once your application has been assessed and processed onto our system). Once you have this reference number and not before you will be able to follow the instructions on the email on how you can make a telephone payment to us. We are unable to take payments over the telephone before you have this reference number as we need to have processed your applications to log the payment against it on our database.
Fee information
The application fee is calculated in two parts and should be paid in total on application. The fee is structured as follows:
- Part A, covers all costs associated with determining the licence application and includes all administration and inspection fees. This is non-refundable should we refuse your application.
- Part B fee, includes recoverable, reasonably expected, enforcement cost, including training and the cost of an interim compliance visit during the licence period. This part will be refunded if the application is refused
Additional fees apply to new processes such as appeals, variations and revocations. Operators may be entitled to request some visits such as variations, re-score, and appeals. Where such visits are attributed to non-compliance, these costs are recoverable.
