2. Apply for a personal licence
Please note; you must apply to the licensing authority of the district or borough in which you live, not where you work. If you live outside the Borough of Reigate & Banstead then please, apply to your local authority.
Apply for a personal licence (Gov.UK)
With your application we will need you to provide:
- Completed personal licence application form
- Completed Disclosure of convictions and declaration (see 'apply for a personal licence' above)
- Two photographs of yourself, one of which must be endorsed
- Basic DBS (Disclosure and Barring Service) certificate that is no older than 1 month at date of application
- Your original licensing qualification certificate
- Fee (£37)
Please note: If you are applying for a personal licence and your application includes:
1. A declaration of an unspent conviction for a relevant offence or foreign offence as set out in Schedule 4 of the 2003 Act (Gov.UK) and/or
2. A declaration of a civil immigration penalty.
Your application will be subjected to additional checks by the Home Office (Immigration Enforcement) as required under the Immigration Act 2016.
How to renew your personal licence
Since 1 April 2015 you do not have to renew your personal licence it is now valid until you surrender it or it is revoked.
How to amend a personal licence
If your address or personal details change, you need to notify the local council in writing that issued your licence. You will need to include:
- your current full name and your previous full name - you need to provide proof, for example a passport or driving licence
- your current full address and your previous full address
- your old personal licence - both the card part and paper part
- the relevant administration fee (£10.50)
- your daytime contact details.
If you want to change your photograph, you also need to send two passport photographs, one of which must be endorsed. There is a fee for this of £10.50.
We may need to request further information. The police may also contact you to request further information.
Information can be submitted via email to licensing@reigate-banstead.gov.uk or via post to Licensing Department, Reigate & Banstead Borough Council, Town Hall, Castlefield Road, Reigate, Surrey RH2 0SH. If submitting by email we still need your old licence returned either via the post or by dropping into reception.

Please make cheques payable to 'Reigate & Banstead Borough Council' and write on the back of the cheque or postal order what the payment is for so we can cross-reference this to your application.
