6. Local Fund
What is the CIL Local Fund?
A proportion (currently 15%) of the Community Infrastructure Levy (CIL) monies will spend on local projects in the neighbourhoods where development has been built.
This is known as the Reigate & Banstead CIL Local Fund.
The CIL Local Fund must be spent to support the development of the local area by funding:
- the provision, improvement, replacement, operation or maintenance of infrastructure;
or
- anything else that is concerned with addressing the demands that development places on an area.
This could include, for example improving the nearby community hall, providing new playground equipment at a local green space, upgrading walking and cycling routes to local schools, or enhancing local shopping parades.
In Horley, and in Salfords and Sidlow, where there is an existing Town or Parish Council respectively, the CIL Local funding generated from developments in those areas will be passed to them to spend.
In the rest of the Borough, which is divided into four areas, (see the Panel Areas Map PDF), the money will be spent by the Borough Council in the area in which it was generated, in consultation ward Councillors.
The amount of money available through the Local Fund in each area will vary depending upon how much new development is being built and the CIL Rate for that area.
Projects funded from the CIL Local Fund should also reflect the priorities expressed by local communities. To ensure that our Local CIL spending reflects communities’ priorities, Local ward councillors are involved in recommending which project bids to fund. Periodically we also hold Community Surveys across the Borough.

Priorities and suggestions for Horley Town Council and Salfords and Sidlow Parish Council were passed on to those Town and Parish Councils.
Bidding for Local CIL funding
Any organisation or individual may submit a bid for Local CIL funding at any time, for a project that either their organisation will deliver or that another organisation has agreed to deliver. Most bids are made by local groups (such as residents associations, amenity groups, business guilds, sports clubs and community groups) and infrastructure providers (such as Surrey County Council).

Bids are considered by ward councillors in each of the four Local Panel Areas, who vote on which project bids for Local CIL funding they would like to support within their area, subject to officer authorisation. This is done on a quarterly basis usually each March, July, September and December.
Subject to having all the information required for a bid at least a month before, and to the number of bids received, new bids will be considered by councillors quarterly.
