Why did the Council decide to deliver this project?

Reigate & Banstead Borough Council’s new flagship development in Redhill, The Rise, aims to give residents and workers new and exciting leisure choices as well as attract more visitors to spend time in Redhill town centre. The Rise will boost the local economy by creating new jobs and increasing spend in the town. It’s estimated that it will generate around £9 million into the local economy per year and create over 250 full time equivalent jobs.

Redhill is an important urban centre within its region and a major transport hub and centre for employment. Over the last ten years the Council has worked with partners to bring about the comprehensive redevelopment of major sites, to provide new commercial space, including an enlarged Sainsbury’s supermarket, a hotel and a gym; introduce major new residential development, transform the town centre public realm and improvements to Memorial Park.

This has all brought about significant change and a renewed confidence in Redhill and is resulting in a growth in urban town centre living.

How many new jobs will be created?

It’s estimated that The Rise will create over 250 full time equivalent jobs. In addition, it’s estimated that hundreds of jobs have been created for local people through the construction and the supply chain.

Spend within the local supply chain is currently over £3.1m and there have been over 250 local people working on site from different trades, many of whom are employed by sub-contractors of the constructor VINCI.

How can I get a job at the cinema or one of the new shops?

The Council is working with the new commercial tenants and local partners to ensure that opportunities are available to local people.

How have you taken sustainability into account?

Green roofs

The new buildings have a variety of green and biodiverse roofs. Green roofs provide valuable ecosystems, supporting a wide range of smaller plants, such as sedum, and invertebrates.

Biodiverse roofs will host a range of plants that flower from April to September including wildflowers, sedum, herbs and perennials. The roofs are designed to be attractive to pollinators and promote biodiversity; they are excellent habitats for bees, butterflies, birds and invertebrates.

Recycling during the construction

All the concrete and bricks from the original buildings were crushed, and used for the piling mat, and the permanent base for the new buildings.

The constructor, VINCI, closely monitors waste from all site activities and uses approved waste contractors for all activities. One of the main materials that has been removed from site is soil, mainly from the foundations and bulk dig for the new basement. It was then used at the Biffa landfill site just outside Redhill in Nutfield. The tarmac that has been removed was recycled for use elsewhere.

BREEAM

The non-residential buildings within the development have been built to BREEAM standard Very Good, a requirement of the Council’s planning policy.  BREEAM is the Building Research Establishment’s sustainability assessment method and is an internationally recognised scheme that provides independent certification of the assessment of the sustainability performance of buildings.  The ratings are Pass, Good, Very Good, Excellent to Outstanding.

What are the costs of the new development?

This is currently commercially sensitive as we are in ongoing contract negotiations.

Will there be parking at the development?

A small basement car park and a cycle store will be provided for residents of the new flats.

Visitors driving to Redhill can park within the town centre at the car parks located close to Marketfield Way including at the Belfry Centre, Warwick Quadrant, Clarendon Road and Gloucester Road car parks.

The Council has mande an agreement with The Belfy to provide late night parking (until midnight) for The Rise customers. Parking after 6pm will be £2 for the whole evening (flat rate). Customers of The Light will be able to get free evening parking after 6pm if they validate their ticket at the venue. Read more in our news release: 

As part of the Warwick Quadrant (Sainsbury’s) redevelopment, the parking capacity was increased from 360 spaces to over 900 spaces. This was, among other things, to compensate for the loss of 97 spaces at the development site.

For people coming by train or bus, the new development is located right next to Redhill train station and bus station. 

What is Gallery Walk?

Gallery Walk is a pedestrian walkway flanked by restaurants and leisure uses that connects the High Street to Marketfield Way and forms a corridor through the centre of the development.

Gallery Walk is an important thoroughfare and area of public realm, finished to a very high standard with high quality materials and with feature lighting.

Why is the development called The Rise?

Known as The Rise, the new development aims to deliver growth and progress to the town with improved leisure activities and public spaces, pedestrian friendly routes and better connections from the High Street through to Marketfield Way. The new place name is reflective of the positive change and the brighter future it represents for Redhill town centre.

What is practical completion?

Practical completion of The Rise took place in July 2023. Practical completion is when the main contractor, building the development, complete their part of the contract and hand over to the Council.

After practical completion, the Council will put everything in place to ensure that the development operates as it should, such as building and estate management services. 

We will be finalising lettings for the remaining leisure, food and drink operators so that the units can be passed on to the new businesses and they can begin their own fit-outs and get ready for opening, this can include a range of work like decoration, flooring, furnishings and lighting, installation of kitchens, bathrooms and seating in the cinema.
