Housing in Horley - what we promised, our progress to date and our future plans.

Aims

  • to deliver 2,600 new homes 
  • to provide a range of dwelling types and sizes to meet local needs, including both market and affordable housing 
  • to ensure high quality sustainable new developments.

What we promised

New neighbourhoods

  • 710 new homes on land to the north of Langshott known as The Acres.
  • 1,510 new homes on land off Meath Green Lane known as Westvale Park  
  • 25 percent of homes to be 'affordable' 
  • on-site facilities and services for both new and existing residents 

Small sites

  • a further 380 homes on smaller sites around the town 

Progress to date

The Acres

The Acres is a development of 710 new homes to the north-east of Horley. The development was built by Barratt Developments PLC and their sister company David Wilson Homes, with a further section built by Bovis Homes between 2010 and 2016. A variety of facilities have been delivered as part of this neighbourhood:

  • Trinity Oaks Church of England Primary School, built right at the heart of the community. It opened in September 2014 and is a single form entry, full primary school – from nursery to year 6.
  • Anvil Court extra care housing facility, comprising sixty retirement apartments
  • Tanyard Barn Community Centre, completed in 2017, is owned by Reigate & Banstead Borough Council and is currently leased by Horley Community Pre-school
  • commercial units in the neighbourhood centre, occupied by a supermarket, an IT company, and a Café
  • the neighbourhood is connected to Gatwick Airport via Fastway 20 bus service from Horley (Langshott) to Pease Pottage
  • the Riverside Green Chain - open countryside surrounding the development to the north - owned and managed by Reigate & Banstead Borough Council
  • several play areas, owned and managed by Reigate & Banstead Borough Council
  • a new link road to improve access links to The Acres, known as  Orchard Drive, and new pedestrian footways and cycle routes have been delivered.

Westvale Park

Outline planning permission for the Westvale Park was granted in December 2014, following the completion of a section 106 legal agreement that secured over £40m of infrastructure and service improvements for Horley.

Westvale Park is a development of 1,510 new homes to the north west of Horley and is the second of the planned new neighbourhoods. The development is being built by four house builders - Crest Nicholson, Persimmon, Taylor Wimpey and A2Dominion.

Work commenced in 2015 and as of May 2022, 1,130 of the new homes have been completed and occupied. A variety of infrastructure and community facilities have been and will be provided as part of this development:

  • Westvale Park Primary Academy opened in April 2021 and caters for children aged 2-11, including a fully integrated nursery
  • a neighbourhood centre with local shops and commercial space, to be delivered in 2023
  • a neighbourhood hall to be delivered in 2023
  • sites for a place of worship, medical facility, and a pub/restaurant to be delivered in 2023/24
  • fifteen play areas, four of which are currently open with six more under construction
  • new open space surrounding the development, known as the Riverside Green Chain. Phase one is nearly completed, phase two is to be delivered in 2023
  • two allotment sites, planning for which permission is being sought
  • two new bus services connect Westvale Park to Horley Town Centre, Gatwick, Redhill, and Reigate (422 and 424)
  • a public art project, to be delivered in 2023   
  • a new link road connecting to the A217, completed in 2014.
  • a new link road connecting to the A23, completed 2021, with a new junction at Meath Green Lane, completed June 2022.

Smaller sites

A number of smaller sites around Horley have been developed, delivering another 300 homes since the launch of the Horley Master Plan in 2005.

Affordable homes

Across The Acres, Westvale Park and the smaller sites, of the homes built so far, 25 percent have been affordable.
