Aims
- to improve the vitality and viability of Horley town centre.
What we promised
- to redevelop key sites for high quality mixed use development and to introduce new uses
- to make it safer, more attractive and distinctive place to live, work and visit
- to improve access to key local services and facilities
- to support local retailing and other commercial uses.
Progress to date
- delivered a new pedestrian friendly precinct in Horley High Street with new paving, lighting, and planters in 2019.
- secured funding through a Section106 (s106) agreement (developer contributions) and Coast to Capital Local Enterprise partnership (C2C LEP) to refurbish the subway at the end of the High Street
- secured funding from Reigate & Banstead Borough Council, C2C LEP and Surrey County Council (SCC) for public space improvements and electric charging points for the Central Car Park
- secured partial funding from Reigate & Banstead Borough Council and C2C LEP for public space improvements to the next section of the High Street from Albert Road to Yattendon Road
- secured feasibility funding from Reigate & Banstead Borough Council and C2C LEP to explore a mixed-use development of High Street Car Park. The project is currently paused as it is not viable at the present time
- worked with Surrey County Council and Horley Town Council on ‘Reimagining Horley’ to revisit the Horley Town Centre Vision, including carrying out community engagement, which received, 200 stakeholder responses, and identify priority focus areas for further investment
- created a new Town Centre Partnership with Surrey County Council known as the 'Reimagining Horley Steering Group
- secured funding through the s106 agreement to improve day care services at Regents House, Albert Road, Horley.
Future delivery
- refurbishment of the Subway and footbridge, working in partnership with Surrey County Council and Network Rail
- facilitating the redevelopment of key sites for high-quality mixed-use schemes
- investigate the delivery of a business hub and start-up space within the town centre
- deliver public space improvements to the next section of the High Street, from Albert Road to Yattendon Road
- install new way finding signage throughout the town centre
- deliver public space improvements and electric charging points in Central Car Park
- facilitate the delivery of recreational and open space improvements within the town centre
- work in partnership with Surrey County Council to deliver further public transport improvements in the town centre
- deliver improvements to the services at Horley Community Centre in Albert Road, opening up the community centre for wider use.
- Work in partnership with Surrey County Council to deliver of safe cycling and pedestrian routes into the town centre from the new neighbourhoods.
