3. Development Management Plan (DMP)
The Development Management Plan (DMP) was formally adopted by the Council on 26 September 2019.
The DMP supports and amplifies the delivery of the vision, objectives and strategy for growth established in the Core Strategy.
The DMP includes:
- Detailed policies that will be used to guide and assess planning applications
- Policy designations that identify areas where a particular approach will be taken to development
- Site allocations which identify sites where a particular type and scale of development will be delivered
The DMP was subject to an examination process and was found to be sound and legally compliant by the independent Inspector.

DMP Review
As required by Regulation 10A of the Town and Country Planning (Local Planning)(England) Regulations 2012 (as amended), the Council completed a review of the Development Management Plan (DMP) within 5 years of its adoption.
The review was undertaken in accordance with the relevant legislation, national policy requirements, and national planning guidance. It comprehensively considered each policy, considering relevant local evidence monitoring and appeals, as well as compliance with national policy.
The conclusion of the review was that one DMP policy (relating to shopping frontages in town centres) and parts of 3 other policies (two town and local centre policies, and the cemeteries policy) are no longer considered to be up to date. All other DMP policies remain up to date and effective for decision making. Also, 7 site allocation policies are no longer needed.
The majority of the DMP remains up to date and effective for managing development in the borough and for assessing development proposals.
The Council approved and adopted the DMP Review on 24 September 2024.

Parking Standards
The DMP (Annex 4) introduces local minimum standards for residential development.
To assist applicants and stakeholders in applying these standards to development proposals in the borough, a calculator and interactive map have been produced.
