Accessibility statement for Reigate & Banstead Borough Council
Reigate & Banstead Borough Council is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.
We want as many people as possible to be able to use this website. For example, that means you should be able to:

Reigate & Banstead Borough Council website
Some PDFs and documents created pre September 2018 may not meet accessibility standards. Currently, all documents are checked manually and with an automated test before being published on the site. This eliminates many common accessibility errors but does not guarantee that documents will be fully accessible for all. We manually check and fix historical documents where possible.
Subsites/third-party systems
We require that all subsites/third-party systems we commission for the website are Web Content Accessibility Guidelines 2.2 AA compliant. However, other third-party applications are partly or wholly out of our control and so may not conform to the same levels of accessibility as the rest of the website. We monitor the accessibility of these sites and ask suppliers to fix accessibility issues that arise.

- You cannot modify the line height or spacing of text on all page of the subsite without additional add-ons, this fails WCAG 2.1 success criterion 1.4.12 text spacing.
ModernGov
Some PDFs and documents created pre September 2018 may not meet accessibility standards. Currently, all documents are checked manually and with an automated test before being published on the site. This eliminates many common accessibility errors but does not guarantee that documents will be fully accessible for all. We manually check and fix historical documents where possible.
My Reigate & Banstead (Granicus govService)
We continue to review our online forms using a combination of automated and manual testing techniques.
Issues due to be fixed by the software supplier:
- The focus is missing for one keyboard tab between the magnifying glass icon in the page header and the 'Read the Council's full Privacy Notice' link. This fails WCAG 2.4.7 Focus Visible.
Victoria Forms
Issues due to be fixed by the software supplier:
- When viewed on small screens (like mobile phones) content requires zooming and 2D scrolling. This fails WCAG 2.1 success criterion 1.4.10 reflow.
- The green text falls below a 4.5:1 contrast ratio. This fails WCAG 2.1 success criterion 1.4.3 (Contrast (Minimum)).
Planning Applications search (Idox Public Access)
Issues due to be fixed by the software supplier:
- Some interactive links are not large enough or positioned so they can easily be clicked or tapped by users. This fails WCAG 2.1 success criterion 2.5.8 Target Size (Minimum)
CIVICA Pay
Issues due to be fixed by the software supplier:
- The 'Back to top' interactive link is not large enough or positioned so can easily be clicked or tapped by users. This fails WCAG 2.1 success criterion 2.5.8 Target Size (Minimum)
- Some of the form fields are missing descriptive text labels. This fails WCAG 2.2 success criterion 4.1.2: Name, Role, Value
Citizens Access
Issues due to be fixed by the software supplier:
- Some interactive links are not large enough or positioned so they can easily be clicked or tapped by users. This fails WCAG 2.1 success criterion 2.5.8 Target Size (Minimum)
- Link text in the footer falls below a 4.5:1 contrast ratio. This fails WCAG 2.1 success criterion 1.4.3 (Contrast (Minimum)).

PDFs and other documents
The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services.
Any new PDF or Word documents we publish will meet accessibility standards.
Live video
Live video streams do not have captions. This fails WCAG 2.1 success criterion 1.2.4 (captions - live).
We do not plan to add captions to live video streams because live video is exempt from meeting the accessibility regulations (legislation.gov.uk).
Maps
Maps are excluded from the accessibility regulations as long as any essential navigational information they provide is available.
Downloading and opening documents
Most of our downloadable documents are in Portable Document Format (PDF) and can be read through the free Adobe Acrobat Reader.
We have identified a number of PDFs which do not meet accessibility standards which are:
- Committee papers including agenda’s and minutes
- Planning documentation
We are reviewing all of our PDFs to ensure that they are either replaced with an accessible webpage or updated to be accessible.
Any new documents we publish will meet accessibility standards.
What we are doing to improve accessibility
- We continue to replace older PDF/Word documents with webpages and with online forms
- We regularly monitor the accessibility of the website
- Periodically review all service content to ensure it is updated, easy to understand and accessible
Preparation of this accessibility statement
This statement was prepared on 20 August 2018. The statement was last reviewed on Monday 23 September 2024.
This website was last fully tested on Thursday 5 September 2024. The test was carried out internally using Silktide’s automated tool as well as manual testing and review of results.
We use Silktide’s accessibility testing to automatically test our site every five days. We regularly review the results and manually do our own checks internally to address accessibility improvements required. We are currently working with internal teams and external suppliers to improve accessibility on our website and third party sites.
